The building was designed by the architect Stanisław Ziołowski, and the investor was the Pension Fund of the Employees of the National Development Bank.

It is the largest residential building of the interwar Gdynia, and its length along 3 Maja Street is over 90 metres. The building was erected in three separate stages in the years 1935-1939, and essentially they are three separate buildings with independent structures, perfectly integrated from the outside.

The building has a modern reinforced concrete structure with brick filling, from 3 Maja Street a semicircular turret - superstructure, characteristic of the architecture of Gdynia, attracts our attention. It was the first modern apartment building in Poland with luxurious furnishings. The building had lifts, refrigerators and an underground garage (in the third part), which enabled arranging recreational space above it. The most luxurious part of the building was the corner segment from 10 Lutego Street, with elegantly finished representative staircases, and two modest side staircases, intended for the servants. Inside the building, there is a mini museum founded by the residents of the building (its curator and good spirit is Maria Piradoff-Link), and – nearly since the construction of the building – Café Cyganeria has been operating – an artistic café with a unique atmosphere.
